Microsoft have acknowledged this is a bug that has been introduced in a recent update and that they are working to resolve this:

We (MSFT support) are investigating this issue where some users are reporting the search bar intermittently disappears from the title bar (the new location for the search field.)
"

Any possible workaround in the meantime? Like I mentioned, I've been reinstalling Office when possible. The only other option I've been presenting users is to utilize the web version of Outlook to search for emails they're looking for. They're not keen on using the web version since it feels different than the desktop Outlook they know, unfortunately, more often leading to request to reinstall Office when possible.


A general workaround for email searching in the desktop Outlook environment would be super if anyone knows of a way to do that.
